mcp09.gms : Test inequalities with infinite bounds

Description

This started as an example to show equivalent complementarity models,
one using positive vars and the other using "mixed bounds", i.e
arbitrary lower and upper bounds.  Put another way, this
compares/contrasts NCP and MCP.  There should be nothing lost in the
MCP formulation, with a gain in clarity/maintainability.

This example turned up an issue when we use infinite bounds on
inequalities for complementarity problems.

For this example, think of the KKT system for the optimization problem
  min    sqr(x-c)
  s.t.   L <= x <= U
